Empowering Communities: Government Support for Rural Rainwater Harvesting Projects

🌧️ National Initiatives Supporting Rural Rainwater Harvesting

1. Atal Bhujal Yojana (Atal Jal)

Launched in December 2019, this World Bank-assisted scheme aims to improve groundwater management in seven states: Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan, and Uttar Pradesh. The program emphasizes community participation, encouraging local stakeholders to develop water security plans and construct rainwater harvesting structures to recharge aquifers.

2. Pradhan Mantri Krishi Sinchayee Yojana (PMKSY)

Initiated in 2015, PMKSY focuses on enhancing water use efficiency and expanding irrigation coverage. It includes components like Watershed Development and Har Khet Ko Pani, which support the construction of water conservation structures such as check dams, farm ponds, and percolation tanks in rural areas. 

3. Jal Shakti Abhiyan: Catch the Rain

This campaign promotes rainwater harvesting across the country under the slogan “Catch the Rain, Where it Falls, When it Falls.” It emphasizes the construction of rainwater harvesting structures in both urban and rural areas, renovation of traditional water bodies, and afforestation to improve groundwater recharge. 

🏞️ State-Level Initiatives Enhancing Rural Water Conservation

Rajasthan: Rajiv Gandhi Jal Sanchay Yojana

Rajasthan has launched a significant drive for rainwater harvesting and conservation through the Rajiv Gandhi Jal Sanchay Yojana. The program includes the construction of farm ponds, check dams, field bunds, and other water harvesting structures to address water scarcity caused by erratic rainfall. 

Tamil Nadu: Kudimaramathu Scheme

Reviving the traditional practice of community participation in water management, the Kudimaramathu Scheme focuses on the maintenance and restoration of irrigation tanks and water bodies. Implemented since 2017, the scheme has led to increased water storage capacity and improved groundwater levels in rural areas. 

Maharashtra: Jalyukt Shivar Abhiyan

Aimed at making Maharashtra drought-free, this initiative involves the construction of water conservation structures like check dams and farm ponds in drought-prone villages. The program encourages community involvement to ensure the sustainability of water resources.

Uttar Pradesh: Rainwater Harvesting Projects

The Uttar Pradesh government has initiated 85 rainwater harvesting projects in drought-prone areas to utilize rainwater for irrigation and drinking purposes. These projects aim to cover 4.5 lakh hectares across 31 rainfed districts, enhancing water availability for large-scale farming.


🤝 Community Engagement and Traditional Practices

Community participation is central to the success of rainwater harvesting initiatives. In Rajasthan's Alwar district, traditional water conservation systems like johads have been reinstated through community involvement. Village Development Committees (VDCs) play a crucial role in planning and implementing these projects, ensuring inclusivity and sustainability.
